The terms off ball and on ball refer to both offensive and defensive players depending on the context. Off ball means any player not guarding a player with the ball or just a player without the ball. On ball means any player guarding a player with the ball or a player who is currently handling the ball.

Why is ball movement important in basketball?

The more the ball can quickly move from player to player, the more the defense will have to communicate, rotate, etc., and that means more potential breakdowns. Quality ball movement not only makes things easier for the offense, but it also makes things much more difficult for the defense.
